GENERAL RULES

Feature film competition:

  1. Minimum running time is 60 minutes.
  2. Fiction and documentary films can apply.
  3. Only Blu-ray, mp4 and mkv formats are accepted.
  4. Films produced in January 2023 and later can apply.
  5. The films that apply should not have been screened in Izmir.

Short film competition:

  1. Maximum running time is 25 minutes, including credits.
  2. Fiction and documentary films can apply.
  3. Only Blu-ray, mp4 and mkv formats are accepted.
  4. Films produced in January 2023 and later can apply.
  5. The films that apply should not have been screened in Izmir.

Feature film out of competition:

  1. Minimum running time is 60 minutes.
  2. Fiction and documentary films can apply.
  3. Only Blu-ray, mp4 and mkv formats are accepted.
  4. Films produced in January 2023 and later can apply.
  5. The films that apply should not have been screened in Izmir.

Short film out of competition:

  1. Maximum running time is 25 minutes, including credits.

Competition and out-of-competition applications will only be accepted from the following countries:
Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Italy, Kosovo, Moldova, Montenegro, North Macedonia, Romania, Serbia, Slovenia and Türkiye.

NOTE: The flags of the participating countries are presented in alphabetical order.

Technical specifications of mp4 and mkv copies should be as follows:

  • Bit rate: minimum 25 Mbps maximum 100 Mbps
  • Bit rate mode: Constant bitrate (CBR)
  • Video Format: AVC/Advance Video Codec (H.264 or H.265)
  • Width: 1920 pixels
  • Height: 1080 pixels
  • Display Aspect Ratio: 16:9
  • Frame rate mode: Constant
  • Scan type: Progressive
  • Audio format: minimum Advanced Audio Codec (AAC)
  • Minimum bit rate: 320 kb/s
  • Channels: minimum 2 channels
  • Sampling rate: 48.0 kHz
  • Subtitle: srt UTF-8

IMPORTANT NOTE: The downloadable links of mp4 and mkv copies, which comply with the specifications in the general rules, must be operational for at least 7 (seven) days. The Blu-ray copy of the film must have no mark on it such as a logo, time-code, hardcoded subtitles etc. Do not forget to mention the name of the movie and which category you are applying for!
